American leaders must speak out
Our Proclamation 2, calling on the U.S. Congress to terminate PLO funding, is being sent to a variety of American leaders for their endorsements.
Some prominent Americans are stepping forward to fulfill their responsibility to our country and are endorsing our campaign.
Unfortunately, others apparently fear being controversial, or perhaps are not as pro-Israel or conservative as they claim to be.

Responses of American leaders
to Proclamation 2
Note: Refused means that a leader or his representative explicitly either refused to endorse, refused to make any decision, or refused to set any time by which a decision would be made; a response of none means that the leader was confirmed to have received the proclamation, but refused to return repeated messages by phone. In all cases, leaders who are still being listed as refusing or not responding are continuing to avoid endorsing the proclamation.
Very few of the refusing leaders have wanted to be on record as opposing the proclamation, but at the same time they did not want to be on record as supporting it. Consequently, many of those refusing leaders have employed a variety of techniques of evasion and subterfuge to try to avoid being on record either way.
